Implemented Parse bbcode (at least URLs) in settlement comments

    This has been implemented. It parses all BBCode, however, the INPUT is still just a standard text area input, not the full redactor editor.

    Example that you can warp bbcode around text in the standard text area input and it will parse as if it was added via the BBCode editor.
