The blocks on forum home are done via Template Modification.
Admin CP >> Appearance >> Template Modifications
Step 1, FILTER the list by forum_list (that is the main template for forum home that contains the sidebar)
Step 2. Edit the specific Template Modification (in this case, you want to edit the sportsbook events block for forum home as shown in the image below) , then you will need to set the EXECUTION ORDER to a smaller setting (its currently set to 10). Try setting it to 9 first, then lower it until its at the position you want).
NOTE: This template modification is using a specific HOOK location (the bottom of the stats block). You MIGHT have to use a different FIND than the one that I am using.

I believe you need to turn debug mode on to be able to do that.
You need to have your site in DEBUG MODE (to access Developer level functions). If you don't know how to do that, there is plenty of documentation at XenForo.com.
