Implemented Alert Blog Entry Author when a Draft or Scheduled Blog Entry is Published

As per title, Alert Blog Entry Author when a Draft or Scheduled Blog Entry is Published.

• An alert will be sent to the author if its an automated process (via Scheduled publishing) and it the Blog Entry is being published in a Visible state.
• An alert will be sent to the author if its a manual process initiated by a Moderator (via Publish now) and it the Blog Entry is being published in a Visible state.

Note: An alert will not be sent to the author if its a manual process initiated by the author of the Blog Entry (via Publish now).

If the Publish Service determines that the Blog Entry needs to be sent to the approval queue, then the author will not receive an alert stating that their Blog Entry has been published, because it is not being published, its being sent to the moderation queue with the blog entry state 'moderated. Authors already get an alert when their article gets approved via the Approval Queue.
