As per title, when reassigning an Article that has an associated discussion thread, the thread is not being reassigned to the new article owner if the send alert option is unchecked on the form.

Thanks to @cdub for bringing this to my attention!

This has been resolved in AMS 2.2.27 (as well as in IMS, LD, RMS, SC, UBS and Sportsbook).

Also, currently, the associated thread will only be reassigned if the AMS Article is in a visible state. That has been changed so that it will change no matter the state if the article (draft, awaiting publishing, moderated, deleted or visible). Changed this due to Threads not having a reassign feature.
