As per title, when reassigning an Item that has an associated discussion thread, the thread is not being reassigned to the new item owner if the send alert option is unchecked on the form.

This has been resolved in SC 3.2.29 (as well as in AMS, IMS, LD, RMS, UBS and Sportsbook).
Also, currently, the associated thread will only be reassigned if the SC Item is in a visible state. That has been changed so that it will change no matter the state if the item (draft, awaiting publishing, moderated, deleted or visible). Changed this due to Threads not having a reassign feature.
