Fixed When reassigning an event and unchecking the send alert, the thread is not reassigned

Sportsbook Version: SB 2.2.6 and older

XenForo Version: XF 2.2.x

As per title, when reassigning an Event that has an associated discussion thread, the thread is not being reassigned to the new item owner if the send alert option is unchecked on the form.

Thanks to @cdub for bringing this to my attention!

This has been resolved in SB 2.2.7

Also, currently, the associated thread will only be reassigned if the Event is in a visible state. That has been changed so that it will change no matter the state if the Event (moderated, deleted or visible). Changed this due to Threads not having a reassign feature.
