Implemented User Counts for Comments and Reviews

As per title, I've added user counts for Comments xa_ld_comment_count and Reviews xa_ld_review_count to the xf_user table for storing cached comment count and review count data for query-less use in the User Entity for various functions (mainly for user criteria and member stats).

The link directory rebuild user counts has been updated to include rebuilding comment count and review count along with item count.

Note: The installer will queue a job to rebuild user counts when upgrading to LD 2.2.18
