Implemented Prevent bookies from placing wagers on their own events.

    One of the most requested featured I keep getting from site admins is the ability to prevent Bookies from placing wagers on their own events.

    Simple solution: I've added a NEW User Group permission called "Place wagers own event". When this is enabled, Bookies can place wagers on their own events and they also have to follow the same Wager limitations as per User Group/Category/Outcome. If you disable it, Bookies can not places wagers on their own events.

    Just like ALL Sportsbook permissions, this can be set per category.
