Implemented Please add Permissions to finer control who can use the "Change dates" function.

As per title, please add 4 new permissions "Change dates own blog", "Change dates any blog", "Change dates own blog entry" and "Change dates any blog entry" to match how AMS handles being able to use the function "Change dates" function.

Currently Blog owners and Blog Entry owners can use the Change dates function as long as they have permission to Edit the Blog and or Blog Entry. Adding the permissions "Change dates own blog" and "Change dates own blog entry" would allow admins to finer control which User Groups are able to use the "Change dates" function on their own blogs and blog entries.

Currently Moderators can use the Change dates function on any blog or blog entry as long as they have permission to edit any blog or blog entry. Adding the permissions "Change dates any blog" and "Change dates any blog entry" would allow admins to finer control if Moderators are able to use the "Change dates" function on any blog or blog entry.

As suggested, I've added 4 new UBS permissions to allow finer control over being able to use the "Change dates" function for UBS Blogs and Blog Entries.





Note: The canChangeDates() permissions check functions still requires the viewing user to have permission to EDIT the Blog or Blog Entry in order to be able to use the Change dates function. Just setting the above permissions will NOT allow the viewing user to change the dates if the viewing user does not have permission to EDIT the Blog or Blog Entry. This prevents both content owners and moderators from changing dates of content that they do not have permission to edit.
