I found there is no the latest stuff of SC3.1.3 in repo.
If it available when it would be expect to download.

I announce ALL releases in the announcements forum: Announcements If you don't see a specific version in the announcements forum, then that specific version has not been released yet.

SC 3.1.3 and AMS 2.1.3 are still in development. They will be available soon (in a few weeks).
