Allow the gallery section to have a separate upload button for usergroups

This way you can let guests/registered users upload stuff to the gallery without them owning the item. Preferably you can have the uploaded stuff moderated and that way you can be sure that nothing slips through it.

It would be useful if Gallery tab has its own image attachment handler, with a separate permission to control who can upload. I also would like to allow guest users to upload images, uploaded images first go to moderation.
