Implemented Tags for Member Bets

As per title, I've implemented a Tag Handler for Member Bets.

This is a permissions based feature (works the same as Event Tags).

Tags are displayed/managed in the Bet Header (XF standard display location).

Output uses the bet search results template layout (xf standard).

Note: All of the Bet Widget Definitions have a new options that lets you fetch bet content that has been tagged (fetches based on the tags you add to the input).
