When adding tag values the autocomplete after 3 charaters kick in and then an error appears about permissions.
I can confirm that administrator has all permissions to yes and content tags is setup to yes.
After clearing the error the tag is set however when adding an item there is no option to add a tag.
Looking at the console browser the tag autocomplete produces a 404.
