As per request, I've created two new Bookie permissions (as explain below)
Settle Event by Self: This permission allows the Bookie that owns the Event, the ability to settle the event.
Settle Event by Everyone: This permission allows a bookie to settle ANY event (to include his/her own)
The reason for this is to be able to train Jr Bookies and give them the permissions "Create and Manage Events" without the ability to SETTLE. This stops new bookies from creating unrealistic odds on an outcome, placing wagers on it, telling their buddies to quickly place wagers, then settling which gives them massive amounts of cash. You can now prevent that by having a bookie group that isn't able to settle their own events.
This does not take anything away, its just allowing for more fine tuned permissions.
