I've updated the Advanced Options for Outcomes to include a new option "Max wagers"
This is a per Outcome, per Member option that is designed to limit the amount of wagers that a given member can place on a given Outcome.
The default setting is 0 (unlimited).
Note: Keep in mind, setting Advanced options do not effect existing wagers that have already been placed. Eg, if Joe Blow has already made 5 wagers and you set the max wagers to 1, its not going to rescind 4 of Joe Blows wagers so that he only has 1, he just won't be able to make any more.
