Implemented Open Filter no longer "active" by default

as per title, the hard coded forcing of the Open Filter as "active' by default has been Removed. This was the #1 complaint from users and license holders. Sorting Tabs will now display ALL Events by default (as they should) with the exception of the Upcoming and Paid Out tabs which only display Open and Settled events respectively.

The New Upcoming Tab (which is the default tab) only displays OPEN events only, so its really NOT that big of a loss for those that wanted it so that only OPEN events would be displayed on the Newest Action Tab.
