Implemented Lock ratings on an item

Just realized that Showcase didn't get the "Lock ratings" function added when I added it to AMS and UBS.

I've added 2 new Showcase Permissions as shown below...

Depending on whether ratings are locked or not locked, the action links will reflect that.

Both actions have overlays to confirm the action...

When ratings are locked, the "Leave a rating" button is hidden as well as a Locked Status message is displayed on the Reviews Tab.
