Implemented Comment length setting

currently the max comment length is hard coded at 2000 characters in the DataWriter. Carla asked me to change it to an Admin CP setting.

Added new Showcase Option: 'Max Comment Length'

You will be able to adjust this at any time. If you Lower it, it won't effect any comments unless the are edited at which point it will check the length upon save.
