Not Planned [XF1] Allow users to change the category after item creation

I'm not sure whether this is actually implemented or not, I can't find any option.
Yet users can't change the category of an item after creation, it's only possible with extended moderation permissions. We need the ability for users to change the category of an item after creation.

It's not implemented and it never will be. Moving an item from one category to another is a MODERATION type activity.
