Implemented User Preference: Enable/Disable the New Events Count indicator on Nav Tab

    As per title, users can now Disable the New Events Indicator on the Sportsbook Nav Tab.

    NOTE: this option is only available to users when the global option to display the count on the Nav Tab is enabled.

    NOTE 2: This is now a CACHED value which reduces load on the server allowing this option to be enabled with a very low footprint.
