Implemented Review Replies

    This was a FUNDED by @cdub and graciously donated back to the LD community.

    As per title, I've implemented Review Replies along with attachment handling. This works exactly like the "replies" feature in CAS, IMS, RMS and Showcase.

    This is a permissions based feature.

    Reply attachments uses Core XF Attachments Options (same as I do in CAS, IMS, RMS and Showcase for replies).

    Use Core XF Macros for displaying attachments as well as the comment attachment uploader (standardized).

    Reply attachments can be embedded into the Reply message.
