Implemented Reassign Series

    It would be nice to be able to reassign a series to another member with or without reassigning the articles in the series.

    This has been implemented in AMS 2.1.6

    If the viewing user has the AMS Moderator permission "Manage any series", they will see a "Reassign series" link in the Series Tools dropdown.

    Clicking on the link will launch an overlay with the user picker as well as the option to notify the current and new owners of the series (along with an optional reason).

    Note: The new owner must be able to view AMS.

    There are 2 types of alerts (depending on if you are the NEW or PREVIOUS owner).
