This is a moderator only function that requires an AMS Rate/Review moderator permission:
If the viewing user has permission to reassign a review, there will be a link in the action bar.
Clicking on the link will launch an overlay in which you type in the user name of the user that you want to reassign the review to.
Alerts are sent to both the previous review owner and the new review owner
Note: If the Moderator performing the action is either the previous review owner or new owner, they will not receive an alert informing them of the action they just performed.
