Implemented Reassign review reply

    This is a moderator only function that requires a Showcase Rate/Review moderator permission:

    Note: this permission covers both reviews and review replies

    If the viewing user has permission to reassign a review reply, there will be a link in the action bar.

    Clicking on the link will launch an overlay in which you type in the user name of the user that you want to reassign the review reply to.

    Alerts are sent to both the previous review reply owner and the new review reply owner

    Note: If the Moderator performing the action is either the previous review reply owner or new owner, they will not receive an alert informing them of the action they just performed.
