As per title, I've removed the IMS global Option "Allow question reply (answers) voting" and implemented this option at the Category level so that you can now fine control it on a per category basis, which also lets you control upvote type at the per category level (as you might want to allow downvoting for some categories, but not others).
Note: This is an OPT in feature, so you will need to edit your categories that you want to allow question reply voting and set whether its Upvoting and downvoting or Upvoting only.
