How Do you place Events etc

Sorry for my confusion, but this has changed so much since I last had it I think.

Is there an instruction thread or manual on how to create bets etc?

For Example.

xenforo to win 2/1
bob to win 3/1
xenoforo to score 2 goals or more 4/1

Is it like a bookie system where you select the odds etc?

etc etc,

I have 0 clue at this time on how to create these bets lol.

I don't want all my usergroups to be able to "play"
