I participate in several sites in primary my niche (since I also run 4 other niche sites). And a user in one of those other site feedbacks brought up an interesting conundrum. It had to do with the fact that the user recognized why there were limitations on the selling of items due to a need for site reputation to be established compared to those that may be looking for equipment. Their issue was should that also apply to wanted/for trade. I should note.. this was NOT a Xenforo site and was NOT using this add-on.
Generally your scammers will be trying to sell and not buy... although there are cases of that.
The question is, would it be worthwhile to break the permissions down to a finer level of permissions that allows posted of "wanted" or "for trade" to be entered before the "for sale" ones?
I really don't have a dog in the hunt, as personally my position is if they want to do any classified ads they need to be active on the site. But I can also see the point of that user in the case that a site may have high levels of activity before posting, especially in this era of USA tariffs (a point that they brought up). The site I saw this on requires you to be a member for at least 3 months and have a set level of posts before ads of any type can be created. That 3 month wait itself could be a killer if you were wanting to get in under the wire.
