Implemented Set Item State when performing the Convert Thread to Item action

This has been implemented in SC 3.2.20.

Note: When selecting Moderated or Draft, it will also set the state of the discussion thread to "Moderated" (which is what the state of the associated thread is set to when an Item state is "Draft, Awaiting or Moderated".
