Implemented Option to disable outcome posts to event thread

An option to disable auto posting outcomes in the event thread would be useful. Really isn't much to discuss on each outcome of an event, especially an event with a good amount of outcomes.

I've added a per Category option that lets you enable/disable auto posting of outcomes in the associated discussion thread (basically the same as I've done for other addons).

Note: This per category option is disabled by default, so you will need to edit each category and enable it if you want outcomes auto posted in the associated discussion thread.

Any chance you can DM me @Bob what changes need to be made, as my site went back to XF 2.2 due to members wanting the live thread addon back, that has not been developed yet for 2.3

Unfortunately, that is not a service that I provide (even if it was a PAID request).

Btw, even if it was a service that I provide, it would be awhile before I could get to it as I have dozens of clients on the waiting list.
