Updated Max Allowed Contributors is now a per Category Setting vs an RMS Option

As per title, the Max Allowed Contributors RMS option has been removed and replaced via a per Category setting making it much more flexible.

Note: All Categories that allow contributors, will be updated to set the Max allowed to 25 (which was the default for the old option).
