Implemented Make uploading images required for new items

As per my previous thread in the support forum, it would be nice to be able to require images for submitting new items. Currently some features either rely on a image being included, or will look better with a image included, so it makes sense to force a image to be uploaded.

Is this a Global or per category request?

I went ahead and made this a per Category setting for New Item Creation. As you can see by the picture below, this is tied into the Allow Items to be created option. When 'Allow Items to be created' is uncheck, 'Require Item Image' is disabled.

Either way works for me, per category is probably the most flexible though, as it can just as easily be global by just enabling it for all categories.
