I set the permission of the Unregistered/Unconfirmed group to allow like items and reviews, but it's not working. Is that's something impossible as per design of the system?

It is as designed. There are a lot of core xenforo functions that require a User Id, so those functions are not available to guests (the likes system is one of those). There are several core XF permissions that are not applicable to "guests".
A common response to this is "Then why is the permission available to be set?"
Answer: When a permission is created via the Core XF Permissions System, that permission is part of ALL user groups. There is not an option to exclude a permission from a specific group (or groups).
