No
If a user with permission to use inline moderation on comments posts the first comment, the inline moderation checkbox for the comment is shown after the comment has been posted but clicking on that does not open the inline moderation bar
 
Ya, same in XFMG comments (probably should report that to XF).

I am using a different approach starting in UBS 2.3.10.
