Implemented Event "read" marking and "Find New" functionality

as per title,

add "read" marking functionality to sportsbook to allow for "Find New" functionality. This will also allow the new events bubble on the Sportsbook Tab (similar to how I've done it for showcase).

This suggestion has been implemented. Votes are no longer accepted.
An alert like thing (as with Showcase) to show new matches will be great.
 
This has been fully implemented.

NEW = Both Newly created events and events that have new outcomes added to them or have the payout odds updated.

There is an Admin Option to enable/disable the Event Count bubble on the Sportsbook tab (default is disabled, so if you want to use it, you will need to enable it).
