    If all permissions for comments are not set, i should not see the tab "comments"?

    There is more to the entire system than just some user permissions. You most likely have the CATEGORY OPTION "Allow comments" enabled for the category that the event is in. IIRC, disabling "Allow comments" will prevent the Comments Tab from displaying.
