As per title, a per category option to allow questions. This allows admins to control which categories can use the Q&A system. Works just like all of the other "Allow [this]" options.
Note: Members still need the appropriate permissions to ask questions and reply to questions. This simply is a way for Admins to control which categories can have Questions and Answers.
