Quite a bit more involved than a permission and an event.
You don't bet on an event, you place wagers on outcomes of an event and in order to place wagers on an outcome, you have to have the appropriate permissions, enough points/vcash/credits etc, the outcome has to be open (not locked) and the event needs to be open (not closed, not awaiting settlement or settled). The most common reason for not being able to place a wager on an outcome is not having enough points/vcash/credits and the 2nd most common reason is that the outcome is locked and or the Event itself is not open. I'd need a lot more information about the event and the event status, the outcomes on that event and their individual status.
Also, the term "Bet" is not used on the Sportsbook Event side of things, it's called a "Wager", where as the term "Bet" is used on the Member Bets side of Sportsbook which is for member vs member bets.
Anyway, its most likely either event status, outcome status, or not enough points/vcash/credits, so check those and get back with me. If its not those, then I'd need access to your site so I can see whats going on first hand

Event... The event must be Open. If the event is not open, all outcome are locked and no wagers can be placed.
Outcomes. There needs to be a least 1 outcome as that is what wagers are placed on. Out comes have many options that the bookie can set, one of which is a minimum wager amount and if you do not have that amount, you can't place a wager. Another Outcome limitation is Maximum amount of wagers, which will LOCK the outcome once it reaches that. Another one is the max amount that a single member can place on a given outcome, so if that is set to 1 and you have already placed a wager on it, then you won't be able to place another wager.
Cash/Points/Credits. You HAVE to have the minimum amount required to place a wager, if you don't, you won't see the place wager link.
