Is there any way (potentially a SQL statement) to bulk create categories/sub-categories?

There is nothing built in and you would need to use the Category DataWriter to insert records as the DataWriter has PreSave functions that need to be run, PostSave functions that need to be run and PostSaveAfterTransaction functions that need to be run.
You can create Categories from a CLONE of an existing Category. This really helps you create categories fast as you make the settings that you want in one category, and then create new categories based on that which cuts the time down drastically.
