Implemented Filter: Bets that mention

As per title, I've added a new filter to Bets Listings (SB Bet Index, Member bets Tab of an Event)

This is a text input type filter that will look for the term in the Bet Title and Bet Description.

Note: This is not a SEARCH, it is a simple string find.
