Implemented Category Option: "Set article tags for automatically created thread"

    As per title, I've added a new category option "Set article tags for automatically created thread".

    What this option does, is when a new article is created and that new article includes any tags, those same tags will be added to the newly created associated discussion thread.

    THIS ONLY APPLIES TO NEW ARTICLE CREATION.
