Are there any errors being throw?
No
If a public blog has comments that are awaiting approval and the blog is set to private afterwards, the unapproved comments become unviewable by everyone including moderators with permission to approve comments - but are still kept in xf_approval_queue.

This also happens if comments for the category are disabled after comments have been made and are awaiting approval.

Probably also affects reports for comments.
