Awaiting Clarification Ad expire length

I am not finding a place to adjust, or allow options for the "Ad expire length". There just seems to be an allowance for a poster to choose what ever he likes, including "0. never expire". I would think a renewal should be required after, 30, 60, 90? days, and never expire should only be available to specified privileged groups.
