If a user with permission to use inline moderation on comments posts the first comment, the inline moderation checkbox for the comment is shown after the comment has been posted but clicking on that does not open the inline moderation bar

As far as I can see, item comments are loaded unconditionally for actionView. This seems to be a bit inefficient, especially if there is a significant amount of items which don't have comments at all (like it is the case for us) . Ideally comments should only be loaded if the visitor has...
