The Manage Ratings link is located in the more options dropdown of a given item IF the viewing user has the appropriate permissions AND there are any ratings only.
Clicking on the Manage ratings link will take you to a paginated listing of all ratings only in which you can delete them.
Note, you MIGHT have to temp turn on require review in order to access the Manage Ratings page.
