Fixed Whats New - New article comments. Guests being taken to login page instead of article.

    As per title, when guests have permission to view comments and are viewing the "Whats New - New article comments" (part of the XF Find New system), when clicking on the article title, instead of being taken to the article, they are taken to the login page.

    This was due to an over aggressive permissions check that required more than just "view comments" comment permissions. Its been fixed so that it now only checks to see if the viewing user has permission to view comments (and of course, AMS itself).
