Fixed Respect Category "View" permissions on modules/blocks/widgets

    This really isn't a "bug" as it was simply not implemented until now, but tracking it as a bug regardless.

    All [bd] widget framework renderers have been updated to respect category view permissions.

    All XenPorta blocks have been updated to respect category view permissions.

    All Forum Home sidebar blocks have been updated to respect category view permissions.
