Partially Implemented Alert Article Author when an Article is Published or Rejected

This suggestion has been implemented. Votes are no longer accepted.
I'm not exactly sure what you mean by "rejected". There is no such article state in AMS. The only states are Visible, Moderated, Deleted, Draft and Awaiting.

Could you maybe talking about the action "Delete" while an article is in a moderated state in the approval queue?

As for alerting authors when their article has been Published from a Draft state or Awaiting state, I've implemented this in AMS 2.2.32.
  • An alert will be sent to the author if its an automated process (via Scheduled publishing) and it the article is being published in a Visible state.
  • An alert will be sent to the author if its a manual process initiated by a Moderator (via Publish now) and it the article is being published in a Visible state.
Note: An alert will not be sent to the author if its a manual process initiated by the author of the article (via Publish now).

If the Publish Service determines that the article needs to be sent to the approval queue, then the author will not receive an alert stating that their article has been published, because it is not being published, its being sent to the moderation queue with the article state 'moderated. Authors already get an alert when their article gets approved via the Approval Queue.
