Implemented Attachment Constraint Options for Comments, Questions/Replies, Feedback/Replies and Transactions/Replies

As per title, I've added some Attachment Constraint Options for Comments, Questions & Replies, Feedback & Replies and Transactions & Replies. This gives admins finer control on a per content type basis rather than piggybacking off of default attachment constraints.

I've also updated the Ad Attachment Constraint Option Title and Description to make it more clear that the option applies to Ads and Items (for multi-item ads) and not just ads.
